The Pakistan Poverty Alleviation fund (PPAF) have been instrumental in helping SRSP continue to work to attain its mission. Many of the projects and achievements which are part of the mainstream work, have been largely possible because of its generous assistance. PPAF came at the time SRSP was facing financial constraints.
The PPAF was established in February 1997 as a non profit , autonomous private company sponsored by the Government of Pakistan and funded by the World Bank. The basic theme behind the establioshment of this fund was to enable the country’s poor, landless and asset-less to gain access to resources for their productive self –empowerment, to encourage them to undertake uncome generating and poverty alleviation activities and to thereby enhance their quality of life.
PPAF works as an apex organization with the objective of reducing poverty. To chieve its objectives, PPAF works with partner organizations (Pos) , which are NGOs, RSPs and private sector institutions, which:
- Have well-targeted community outreach programmes
- Can enhance economic welfare and incomes of the poor and disadvantaged
- Can support and nurture community involvement
- Encourage / build sustainability and make tangible efforts to secure the future and
- Are decentralized and follow democratic decision making
The POs benefit poor communities by mobilizing them to undertake income generating activities and improvement in their quality of life.
The Pos are assisted by micro credit loans and grants for community physical infrastructure. Both of these interventions are supported with capacity building grant funding so that the partners can improve the administrative and operational skills of their own organizations.
To ensure optimal results, PPAF closely monitors the activities of the Pos with regular field visits by the CPI and MER units. PPAF also carries out regular audits to ensure that funds have been properly utilized as per the agreed implementation plan and in accordance with the terms of the contract. POs send monthly and quarterly reports to PPAF
A process approach was followed by the PPAF but setting a definite time frame of one year for the implementation of the project in year 2000. The condition was challenging efficiency and effectiveness of SRSP. SRSP successfully implemented the targets. The partnership has successfully entered its second phase, still continued in the year 2006 and the periodic reviews show effective implementation taking place.
The partnership developed over the years between SRSP and PPAF has resulted in mutual trust resulting in approval of comparatively bigger projects, called Integrated Area Upgrading Project (IAUP) . SRSP is implementing fifteen number IAUP , each having an average cost of Rs. 3.0 millions per project.
IAUP comprises of integration of drinking water supply , sanitation (street pavement and surface drains, sewerage system, solid waste disposal) , street lighting, solar water heating system in community centers etc. The sanitation effluent after passing through the stabilization tanks is utilized for irrigation.
Through PPAF assistance SRSP has been able to implement one drought mitigation and preparedness project (DMPP) worth 42.75 million rupees, at District Nowshera in Peshawar Region.
DMPP comprises of 79 sub projects meant for mitigating drought, like construction of mini dams, delay action dams, check dams, rain water harvesting ponds, land reclamation, range land management, Irrigation through tube wells connected to piped distribution system.
SRSP has recently (in April 2006) expanded its programme to two districts of Shangla and Kohistan. The two districts together form Shangla region. Again the PI&WES has been the major sector receiving 225 million rupees for implementation of 444 CPIs.
