Objectives
The two major objectives relates to:
- Promotion of efficient & effective implementation and operation of the programme;
- Provide Constructive lessons for the planning and design of future programme activities, and to contribute to an overall assessment of development strategies.
Purpose
The following are the purposes of PMER at SRSP:
- Transparency and accountability at all three levels including communities, organizational (SRSP) and donor/funding agencies level;
- Build staff and stakeholders capacity especially rural communities to analyze situation, propose solutions and take appropriate action utilizing local resources;
- Learn, adapt and take corrective measures for achieving the desired objectives;
- Build on ‘what has been proven appropriate’ but keeping the socio-cultural context in view;
- Informed policy decisions and improved practices
Core Functions
The core functions of PMER include:
- Regular review the programme progress on monthly/Quarterly/Annual basis using quantitative and qualitative gender disaggregated data collected from the Regional Offices, Field Units and SRSP Projects (BADP-II, RWSSP);
- Integrate the project components and involve staff members to collect and feed in data pertaining to their sections/components; ensure broad based participation of all staff members;
- Develop coordination through sharing and reviewing data;
- Reviewing critically the performance of project components and devise mechanisms, for e.g. through more field visits and interaction with field staff, to improve the programme performance;
- Develop and maintain data bases and using data to produce narrative (quantitative and qualitative) reports with rigorous analysis;
- Developing check points through various indicators to assess the performance of programme components;
- Identifying critical areas for improvement for e.g. social mobilization, gender mainstreaming etc;
- Programme development and resource mobilization to help benefit the poor and marginalized communities;
- Liaison with programme stakeholders and communicate programme achievements.
