District Upper Dir is one of the economically backward and socially conservative District of the Province of NWFP . During the dynasty of Nawabs and aftxerwards typical Pathan culture and religious hierarchy kept the district away from all development activities. Due to lack of employment opportunities large number of people is either employed in private institutes or unemployed. The District of Upper Dir has one of the lowest literacy rates of 21.2 percent in the province. The gender bifurcation shows relatively high literacy for males of 36.1 percent as against a low rate of 6.1 percent in the case of females. Females are kept away from schools as it is considered a case of sunk cost to invest in them.
Despite being culturally conservative women of the area work side by side with their men in the agriculture sector in addition to their household activities. An extremely low percentage of less than one percent population of women is economically active as against 34 percent for males. There is lack of awareness regarding health and hygiene education. Water supply and sanitation facilities are also negligible in the area, especially the area of Dir Kohistan.
Against this backdrop, this project intends to contribute in improving the living socio-economic conditions of selected communities, especially women. This is done through providing crash literacy courses, in which women will be literate in six months time. After six months post literacy course will be introduced including contents like health and hygiene, first aid mother and child care. In addition to that need-based skills will be imparted to the literate women in order to effectively capitalise on their newly acquired literacy skills.

Based on a sound strategy, tested and refined through field learning, the project will be implemented in district Upper Dir under a joint collaboration of district government, SRSP and with the technical assistance of Roshni Organization.
