Introduction
Government of Pakistan launched Benazir Income Support Programme (BISP) as one of the main social safety net programmes in 2009. The main objective of the programme is to support poor and vulnerable against the negative effect of food crisis and inflation. The government in its pilot phase adopted a “Targeting Process” through Poverty Score Card Roll-out survey. Based on successful completion and learning of the test phase in 2009, the Benazir Income Support Programme (BISP) has launched the “National Poverty Targeting Survey”.
In this regard RSPN on behalf of RSPs formed partnership with BISP for carrying out survey in three province of Pakistan. RSPs are one of the key stakeholders for poverty alleviation in Pakistan. Poverty targeting is in line with RSPs objectives. The Poverty Score Card supports RSPs claim of effective poverty targeting. An important aspect of RSPs participation in Poverty Targeting Survey is to utilize effectively the geographic outreach and professional capacities of RSPs to contribute to national data base on poverty.
Sarhad Rural Support Programme was assigned the responsibility of carrying out the survey in 10 districts of Khyber Pakhtunkhwa – Peshawar, Nowshera, Lower Dir, Haripur, Abbotabad, Mansehra, Kohat, Hangu, DI Khan and Tank. These 10 districts comprised 18 tehsils and 430 union councils. The total time period for this project was approximately seven months with survey period consisting of 90 days. The estimated target for SRSP was 1,410,665 households. The survey in the settled districts has been completed and SRSP has surveyed 1,738,315 households with 10,095,725 population. The district teams are in the process of formally closing the districts.
A significant achievement by SRSP has been the BISP survey of FR Kala Dhaka (now district Tor Ghar) and the ongoing BISP survey in FR Tank and DI Khan. The process would be formally concluded by end of May 2011.
