Implementation of the programme would be at two levels. At the first level the funding would be utilized for field level programmes under the Bacha Khan Poverty Alleviation initiative. SRSP and the Government have drawn up a programme to be implemented in union councils designated for this purpose by the government for supporting and strengthening livelihoods of poor and vulnerable, social protection and developing grass root institutions. The tentative guidelines have been developed for selection of union councils for programme activities. These guidelines can be presented to District Implementation Committees for further refinement and addition of important indicators while considering selection of union councils for programme activities. The details terms of partnership on each activity, its outcome and budgets would be drawn up by SRSP and the competent body designated for this purpose by the government. It is also important to mention that sector specific activities to be implemented will be presented in work-plans to be presented to District Implementation Committees and Project Steering committees once the programme is launched. At the second level institutional strengthening support through Govt of Khyber Pakhtoonkhwa would be provided to SRSP to facilitate it in implementing poverty alleviation programmes in the province.
Coordination Mechanism
Provincial Steering Committee and District Implementation Committees would be constituted to provide leadership and enhance effectiveness of the programme. The tentative roles and responsibilities and ToRs for these two competent forums have been notified by Government of Khyber Pakhtoonkhwa. Overall Programme would be managed by Chief Executive Officer appointed by Board of Directors, SRSP. The BoD would be regularly updated and apprised by the Chief Executive Officer. The Chief Executive Officer would also be a focal person to actively liaise with provincial government. Overall the physical and financial progress of the programme would be shared by the Chief Executive Officer with all major partners and Board of Directors. To keep the programme on track the CEO along-with the Head Office core management team would also provide intellectual and technical backstopping support to the Regional Programme Management, while the overall responsibility of strategic visioning lies with the SRSP BoD.
At the Head Office level, all the sector related progress would be prepared and shared by the Sector Specialists. The sector specialists would be responsible to Chief Executive Officer. These sector specialists would also provide need based support to Regional and Field Offices. The District Programme Offices will be headed by District Programme Managers and will be responsible to the Chief Executive Officer, Sarhad Rural Support Programme. Whereas the respective filed units would report to their respective Regional Programme Offices. Within approved work plans and budgets, the day-to-day implementation autonomy will be given to the District Programme Managers. In addition to performing duties as a professional, the District Programme Officers would also be responsible for Programme management and coordination with implementing institutions at field level.
Linkages and collaboration with other donor funded programs/projects will also be developed to leverage additional resources and benefit the target communities. All the stakeholders including community groups will be involved in programme implementation. Though the programme design is flexible enough to deal with the changing administrative structures, nevertheless, the programme activities will be built on existing structures district and at community level.
Management Structure
The overall management of the programme would be responsibility of Programme Support Unit at SRSP Head Office, Peshawar with thin and lean structure duly supported by SRSP core management. Overall supervision and guidance would be undertaken by the Chief Executive Officer SRSP. The Chief Executive Officer supported by respective sector specific programme managers would be responsible to overall monitor, steer and guide the programme as per SRSP vision and mission.
To keep provincial government on board, the CEO will actively coordinate with DG SDU and Secretary P & DD, Government of Khyber Pakhtoonkhwa. The DG SDU office supported by the Project Support Unit (SDU) comprising of Poverty Alleviation Team leader and Programme Officers representing P & DD would be responsible to ensure smooth functioning of the project on behalf of Govt of Khyber Pakhtoonkhwa. The programme coordinator PSU SRSP would also take on board the team leader of Poverty Alleviation Programme working under DG SDU.
At district level, the programme would be implemented by District Programme Office. The District Programme Office would be headed by respective District Programme Managers responsible to CEO SRSP and supported by sector specialist at district level. The District Programme Offices would also coordinate and collaborate with DCO Offices in respective districts. At Field level, the programme would be implemented by Field/Social Organization Units. The Field/Social Organization Units would be headed by Senior Social Organizer supported by necessary staff to ensure regular contact with the communities and ensure implementation of programme activities as per schedule.
